My H-1B was approved by the INS, but I have not yet gone to get the visa stamp in my passport at the consulate and have not yet traveled to the United States. How does the H-1B cap affect me?

The H-1B cap is counted by INS approvals. If your case has already been approved by the INS and you have an approval notice, then you do not need to worry about it being affected by the cap.
