In 63 Fed. Reg. 67135-36 (Dec. 4, 1998), the INS released a notice instructing all parties seeking status as Treaty Traders (E-1), Treaty Investors (E-2), or Immigrant Investor/Entrepreneur (EB-5) to file such petitions exclusively at the Texas Service Center or California Service Center. The Vermont and Nebraska Service Centers will no longer entertain such petitions. Texas will handle its own and Vermont's jurisdictions, while California will handle its own as well as Nebraska's. For the first 60 days of the transition, Vermont and Nebraska will forward petitions they receive to the appropriate offices. The purpose behind this effort is to ensure quality adjudication by specially trained officers, and we think it's a FINE idea, given our very positive experience with filing these cases at the Texas Service Center. We applaud the INS effort to address this issue, particularly in the wake of the continuing confusion with the EB-5 cases.
