On September 14, 2005, the Border and Transportation Security Directorate of the Department of Homeland Security (DHS) published a notice in the Federal Register (Vol. 70, Number 177, pg. 54398-54400) listing additional ports-of-entry to the US-VISIT program to be implemented and operational no later than December 31, 2005. These additional ports-of-entry are scheduled to be implemented in phases leading up to December 31, 2005. What is US-VISIT?
US-VISIT currently applies to all visitors (with limited exemptions) entering the United States. This includes visitors traveling under the Visa Waiver Program. Along with standard information gathered from foreign visitors upon entry to the U.S., the program entail scanning travel documents, "biometric identifiers" (e.g. inkless fingerprints and digital photographs), checking visitors' identities against databases and watchlists, and verifying compliance with visa and immigration policies. When departing from the U.S., procedures include verification of identities with similar "biometric identifiers," and the creation of a departure record. The US-VISIT requirements do not replace visa requirements for entering the United States. US-VISIT does not apply to U.S. citizens.
